The clicking is typically a power protection function. Have you tested a different PSU (which model?) and still encountered issues? Try removing all unnecessary components to simply boot into BIOS. This means excluding HDDs/SSDs (including the operating system drive), CD drives, and external devices such as USB ports. Make sure the keyboard remains connected.
