New PC build, all components sourced from Amazon or direct manufacturers. When powered on, a Red VGA light activates showing code 99. The GPU and case fans start, CPU and AIO boot up with temperature readings. RAM RGB lights up (4x16 GB), but the Y70 touch screen flashes and then shuts off. Plugged in, the monitor turns on but shows no signal.

Did you attempt breadboarding the components to check for DoA? You referred to the AIO—could you provide its make and model? It might help to assess whether lowering the mounting pressure on the IAO could ease the problem. Rams in slots A2 and B2?

Make sure the PCIe power connectors are fully inserted on both the GPU and PSU ends.
If your CPU includes integrated graphics, removing the GPU and connecting the display cable to the motherboard—does the system operate?
Re-seating the RAM might also help.
