Question New Build - What have I done wrong? No output AMD Radeon 7900XTX
I was aiming to set up a decent MATX setup for gaming, but mostly needing it to run Pro Tools and Media Composer too. Once powered on, everything started spinning up immediately—my Post LEDs lit up on the motherboard and then turned off after a short delay (including VGA). There’s absolutely no output from the GPU. The motherboard does send video without issues, but only when the GPU is not connected. It boots straight into Windows installation.
I’m using an ASRock A620M Pro RS Wi-Fi motherboard, AMD Ryzen 7 7800X3D, Corsair Vengeance DDR5 6000 cl30 (4x 32GB), Sapphire Pulse AMD Radeon RX 7900 XTX, and BeQuiet! Pure Power 12M 1000W 80 Plus Gold.
I’ve tested everything except installing Windows and then downloading GPU drivers. Is this normal? Should I install the operating system and graphics drivers before the GPU starts working? Are there any BIOS settings I might have missed that could affect PCIe or motherboard output priority?
All components are listed in the BIOS (except for the GPU, which isn’t installed). I’ve tried three different monitors—including a brand new Dell S3422DWG—and used new DP cables, HDMI cables, and re-seated the card multiple times. I also swapped out the GPU with a new one of the same brand and model.
Could there be an issue with the Sapphire GPU or the ASRock A620M/Micro ATX form factor? Any advice would be appreciated. I’m just curious if it’s typical to have to install the OS before seeing GPU output? Thanks!

Very rare case or none thereof, you could still run off the iGPu and see if your discrete GPU isn't showing up in Device Manager, i.e, you can install your OS while on the iGPU.
Though to be very honest, I'd have paired a B650 chipset board with your Ryzen processor, you'd spent good money on the processor, GPU and skimped out on the board.

Nope, it's a concurrent gen GPU and a concurrent gen motherboard with a PCIe slot, they will work with eachother.
Check to see if all connections to your components are secure+your GPU is fully seated into the PCIe slot.
Use a multimeter to verify voltage at GPU power connectors. Inspect the connection directly to the GPU.
Pull the setup out of the case for testing; keep configuration simple.
Literally tried everything.
Assuming a 30-day window remains valid, replacing the motherboard is recommended, ideally with a different brand or model.
Note: The motherboard is basic, featuring limited VRM. Despite drawing most power from the GPU via connectors, it might still have insufficient power capacity.
