Question My newly constructed PC isn't starting up
The rams model is the Corsair Vengeance LPX, featuring two 16gb sticks. We attempted using a single stick, but the same issue arose. The CPU is am4 and the board matches.
It doesn't matter whether the motherboard lacks the correct BIOS to identify the CPU, as this would prevent it from functioning. This seems unlikely, though it cannot be entirely dismissed. It's a pity your board can't be updated to flash the BIOS without a compatible CPU installed. I had a comparable problem with my X570 board using a 5800X3D, where the RAM (also from Corsair) refused to work after a BIOS update. Switching to a different RAM type resolved the issue. I would first consider replacing the RAM if possible.
Check if the motherboard has a sticker indicating the BIOS version and see if the packaging mentions "Ryzen 5000 ready."

Currently, I have placed an order for a BootKit from AMD. I am hoping they will include it with the shipment. It seems the problem may lie with the motherboard. The model 4408 appears to be outdated and might require an upgrade to accommodate the AMD Zen 3.
The 5950X is available with BIOS version 2607.

The board itself doesn’t appear to be the problem, so let’s explore other potential causes.
Ensure all connectors and slots are properly aligned and clicked in level.
Pay attention to the 12VHPWR connector—it tends to be sensitive and should be left slightly loose rather than forced.
Verify that coolers are neither too tight nor too loose, aiming for a hand-tight fit with no more than a quarter turn.
Even though it’s new, clearing the CMOS might resolve the issue.
