Hi, I'm having an issue. While running games or tests like OCCT PSU, the coil whine appears only when moving the cursor on the desktop background. It doesn't happen when you're on the taskbar or icons. When I browse the internet and return to the desktop, the sound returns. I think lowering the mouse polling rate helps reduce the noise. I've updated Windows, GPU drivers, motherboard drivers, tried another mouse with different ports, disabled C-states but it didn't work. The problem seems to be with Windows itself—especially since I just got an update two days ago and found this issue today.

What kind of desktop background do you use? If you switch to a simple, plain one, does the coil whine cease?
Just the standard wallpaper, if I switch it things remain the same. I've tried various solutions but nothing works. Even when moving the mouse while holding a button, the coil whine disappears. When my GPU is under heavy use and I move the mouse on the wallpaper, I can still hear the coil whine. While moving the cursor over icons, taskbar or other windows it goes away. I believe this might be a Windows issue. It doesn't seem to be hardware-related since the problem only appears with the wallpaper, which is unusual. My PC is fine but this issue is really frustrating for me.
I resolved that problem. While using running Msi Kombustor, I noticed FPS dropping when moving the cursor on the wallpaper. In GPU-Z I saw that my GPU core voltage reached 1.1V when I moved the mouse. I uninstalled the NVIDIA drivers with ddu and reinstalled the latest one, which fixed the issue—likely a bug occurred during the driver update. Reinstalling the previous driver didn’t work, so I had to use ddu again.
