Attempted to include "Lookup wizard" data type in Access 2013 but encountered the error "Microsoft Access is unable to start the Lookup wizard." Reviewed the Add-ins in options, which was empty. Also checked the Office Library file path. Fixed the Office package but did not resolve the issue. What should I do?

What Windows operating system and Office version are you currently using?
1) The first issue indicates a problem with the field data type; the Lookup Wizard isn't functioning... What data type?
2) The second issue suggests the System Administrator might have disabled certain functions through Group Policy. Who is responsible for managing Group Policy?
