Will a higher L3 cache that x3d provide improve performance in every game? Will it enhance overall speed, maintain a stable frame rate, and reduce GPU usage in CS2, particularly in esports and AAA titles?

I don't believe it enhances every game type, as some may not gain much advantage from it.
It mainly explains why the X3d chips deliver strong performance in gaming. Even the 5800x3d remains in the top 5 for certain titles today.

I don't see any mention of the GPU in that article, likely a 4090 is involved, so you should consider that as well. The CPUs were given their best opportunities to perform.
There are some options available, though I'm skeptical most CSGO players use a 7800x3d with a 4090 for 1080p. I mentioned this because monitors now support very high refresh rates.
I wouldn't limit myself to just 1080p if I had that CPU and GPU setup, but I don't play CSGO.
Game engines aren't always optimized.
