It doesn’t allow me to turn off optimization mode, so I have to use the menu by disabling Intel’s default settings from performance to disabled.

If the intel defaults are active, then it matches what roland mentioned; your cooler is overly responsive.

It seems the issue might be related to the default settings on YouTube. If that's the case, it should be fine since other factors will remain within acceptable limits.
