I made a mistake, I intended to write "power limit throttle" but wrote "thermal throttling" instead.
What is your motherboard and power supply unit? And what temperatures does your CPU reach when it's running at full capacity? It might seem like your laptop is struggling due to Intel DPTF; you can disable it using this guide: https://bradshacks.com/disable-dptf/ Alternatively, if your VRM is overheating, adding a case fan should help resolve the issue.
My motherboard is Gigabyte GA-Z87X-UD5H

When the CPU runs at full temperatures it reaches 65°C
Low temperatures also led me to replace the CPU and install some thermal grizzly conductonaut liquid metal under the heat spreader
If you're interested, I also have a NZXT H500 case with all four fans
And cryorig H7 plus CPU cooler
Consider removing xtu and ocing via the BIOS first, then delete intel dptf if it's installed on your system, refer to the guide here.
I believe there was an issue with the CPU disassembly. Was it functioning properly before? If it was, then the disassembly must have caused the damage.
