He has now the issue, because I lack much experience setting up a PC—it’s my first attempt—and it was stressful. Second, my brother bought the computer all in one piece, so I don’t want to risk breaking the warranty. If I mess up the GPU switch, it could cost me a lot of money.

Oh yeah don't mess with his PC. I thought you could just put the old 1660 instead of the 9070 in your new pc (if you built it). This would be one way to see if you aren't getting a clean AMD driver install or if the AMD driver isn't optimized as well as nVidia for the apps you have listed. Because it is a hardware switch, I don't want to encourage you to do something you are uncomfortable with though.

I noticed other people facing similar issues with the 9800x3d 0.1% and 1% lows being extremely low, just like my current problem.
