I have a MSI GE75 Raider laptop and sometimes it gets really hot when I play games. I figured out that Cooler Boost 5 helps keep things cooler but doesn't know if I should turn it on while gaming or after, or if using it all the time is okay.

If you are talking about the gaming app, then it just boosts the RPM all the way up (expect more noise) but as long as everything works fine there is no need to worry. Running fans at max speed might not be ideal though, so I suggest using some other RPM sensor software instead.
