Will an AMD Radeon RX 980 with 8 GB of memory and an Intel Core i7-6700 processor, coupled with 16 GB of RAM and a 750 W power supply, provide 1080p 60 frames per second performance without bottlenecks or issues? Rate the overall quality of this configuration.

My monitor is 60Hz with VSync disabled due to persistent micro-stutter and lag. I achieve approximately 110 FPS, but the perceived frame rate remains below 30. The monitor does not support FreeSync or GSync. Black Ops 4 tech support was unable to identify any issues upon reviewing a recorded clip, and my own observation reveals near-imperceptible micro-stutters, particularly noticeable at the beginning of the clip where aim locking momentarily causes inaccurate positioning due to a subsequent stutter.
The benchmark on this site has such high FPS compared to mine in games. According to the following site, I should be getting around 161 FPS in Apex Legends but I am getting around 60-100 fps only. The same goes to Rainbow Six Siege where it states I should be getting around 214 fps while I am still getting around 100fps only. I do have all the settings on low, so I am unsure what the problem is.
Check your RAM configuration – dual or single channel? Verify information on reputable sources like YouTube, searching for specific card and CPU combinations. A 4790K and a 390X typically achieve approximately 80-100 in Apex Legends, as demonstrated in this video: https://www.youtube.com/watch?v=eqXlpvv5vtk. This system is comparable to yours – the CPU is only one generation newer, and the GPU offers similar performance, resulting in roughly equivalent results.
Limit frame rate to 59 frames per second with Afterburner. Subsequently, test vertical synchronization settings with either on or off while maintaining the capped frame rate.
Does frame rate capping still function when playing games in borderless fullscreen mode with a dual monitor setup? I have utilized AMD's FPS capper within Radeon Settings and observed no discernible effect; neither the FPS cap settings nor those in the gaming tab appear to impact the game’s actual frame rate.
