I am recording gameplay of Black Ops 4 to document micro stutters and submit it to Treyarch support for assistance. The game exhibits frequent stutters, however, when recorded and replayed, the stutters are absent but the aim is visibly affected, resembling controller input. Is there a reason for this phenomenon?

Stutter is an imprecise term due to its various forms. To demonstrate hardware stutter during recording, frame rates would be erratic and dependent on thermal temperatures, HDD/SSD activity, or RAM interference, which recordings will reveal if issues exist as recordings do not compensate for dropped frames. Your recordings appearing smooth suggests potential micro-stutters at the monitor level caused by exceeding its refresh rate. What monitor do you have? Does it support FreeSync/Gsync? Have you utilized Vsync?

My current hardware configuration is experiencing performance issues, failing to consistently meet expected frame rates. Despite a system comprised of an AMD Radeon R9 390 8GB GPU and Intel Core i7-6700 CPU with 16GB RAM, installed on an SSD and powered by a 750W PSU, I am achieving only 60-100 FPS in Apex Legends, significantly below the estimated 161 FPS based on benchmarks at [https://www.gpucheck.com/gpu/amd-radeon-...ow#mainads]. Similarly, Rainbow Six Siege yields only approximately 100 FPS when it should deliver around 214 FPS. I am also experiencing micro stutters and screen tearing with VSync disabled, necessitating its activation and a subsequent frame rate limit of 60 FPS. I require guidance on diagnostic tests or specific information to determine if the issue lies within the hardware itself or in adjustable settings.

Achieving approximately 161 frames per second at 720p with low settings is possible; however, at 1080p using maximum settings, frame rates appear appropriate. Rainbow Six experiences similar performance considerations. Verify your resolution and ensure you are utilizing the most current Radeon drivers.

Based on his post, he is using the lowest settings, suggesting a potential driver problem.

Possibly. I am also not observing his resolution; I presumed it was 1080p.

I am running at a 1920x1080 resolution with the latest drivers installed. What steps can I take to test my system's performance and identify the problem?

Evaluate your system's performance by using UserBenchmark to compare your hardware against others with similar specifications.
