I can get this PSU at a reasonable cost, it should work with an ASUS Dual RTX4070 and likely a Ryzen 5 7600, 32GB RAM, and a 2TB SSD. It would be suitable for 3D modeling and animation. For $20 more I could pick the Seasonic Focus GX550, but I’d prefer to skip that since it’s way out of my budget.

If I were you, I'd prefer units around 650W or more, rather than 550W. Having extra capacity means you can keep the PSU longer. Where are you based, which store do you favor for buying, and how much have you planned to spend on your PSU?

The suggested minimum power supply should be 650W for the RTX4070.

80 euros maximum, roughly 31 thousand euros, that's similar to 31,000 ft
I believed I could manage 550 watts since 4070 can handle 200 watts

Don't mess with PSU requirements. NVIDIA says 650W, so stick with that. There's headroom in there as a safety factor for sure but do you really want to bet the rest of your system? A cheap or under specc'd PSU can get VERY expensive VERY quickly.
