not much can be done to alter that, it's the time BIOS spends passing control to Windows. Fast boot settings in BIOS could assist.
There are numerous factors involved, is it restarting from sleep or a cold boot? Is there an update happening? (If you autostart programs like Discord, it will update before it starts)
