Whenever I power on my PC, during the initial moments I struggle to launch windows store apps from the E: drive (only those apps open properly). The error I receive is: "can’t open because it is offline. The storage device might be missing or disconnected." After a short while it functions normally. Could you assist me? Thank you.

Update your post with complete hardware details and operating system information.
PSU: Make, model, wattage, age, condition (original to build, new, refurbished, used).
Disk drive(s): make, model, capacity, current usage?
Connected storage or other devices?

In general, it's recommended to keep drives at 70-80% capacity.
Your C: drive details:
Description Local Fixed Disk
Compressed No
File System NTFS
Size 118.63 GB (127,377,006,592 bytes)
Free Space 15.41 GB (16,547,672,064 bytes)

There are two issues with Drive C:
1) The boot drive needs to be at least 256 GB; the current C: drive is probably around 120 GB.
2) Only about 13% free space remains on the boot drive.

Depending on your situation, the system may be having trouble locating and managing available space.
You can open Disk Management, expand the window to view everything, and take a screenshot to share here via imgur (www.imgur.com).

For more info, refer to: https://learn.microsoft.com/en-us/tips/p...n-pagefile
If unsure, check Task Manager > Performance > Memory and expand the view.

The E: drive was previously C: drive, yet it had been working well for a while before I added the applications.

the pagefile has 1024MB assigned, I'm uncertain about the specific drive since I selected "automatically manage paging file size for all drives." However, from the gray area, I notice that E is not set to any value and C is marked as System managed.

I think the main issue here is the insufficient space available on C. There should be at least 20% of it freed up, or a bigger C would be necessary. Make sure all crucial data is backed up to two separate locations away from the computer experiencing the problem before proceeding. Check that these backups can be successfully recovered and read. Are you able to make any space available on C:?

Yes, there is now 40% free space on the C: drive and the issue continues to happen

Uncertain about further actions...
The issue persists and does it still continue to "After a few minutes it works normally"?
Should you just sit and wait or try running other applications until the Windows Store apps start functioning?
If you check Reliability History/Monitor, do you notice any error codes, warnings, or informational messages when the system first boots?
A few minutes later, after Windows Store apps begin working, are there any additional entries being recorded?
