Hello everyone,
I’m putting together a PC for my friend, and it will mainly be used for Photoshop, with occasional Blender and Premiere projects. There will also be some light gaming sessions for titles like Baldur's Gate 3 and other relaxed games. The budget is around $1,000 USD (about 16 million IDR). Everything should include:
- A tower
- A monitor
- A case (I’ll use my old Eclipse P300)
- Case fans (I have a few extras to share)
- K&M already has

I would not use the F skew. Not only can it be problematic for troubleshooting, but my understanding (by way of videos) is that the iGPU can be leveraged for the uses you mention.

Other points of mention.
IDK about your market, but here the 7xx chipsets are less expensive than the 6xx chipsets for some reason.
The Mugen is a well respected value air cooler. There is an 'assassin' one in that price point that is well thought of as well. I cannot think of the specific model.
650W is enough, but might not be a bad idea to go upward in model line for something a bit more quality. With that said, I have never had an issue from a Corsair PSU, so there is that. If there were plans to go upward in graphics card later, already having a nice 750W unit would be nice, such as the RMx series, etc. if you can fit to budget.
Initially, I would opt for a slightly higher price on the non F version of the 13400. It’s extremely useful if you encounter any graphics problems. And here’s a quick summary:

The 13400 includes a decent stock laminar flow cooler. Test it out before purchasing an aftermarket one. Seek a motherboard that supports the latest Wi-Fi standard. It will outperform a USB Wi-Fi dongle.
13th generation support was added to B660 boards about a year ago. All motherboards now support 13th gen. BIOS updates are mainly available on higher-end models.
Your PSU is one of the more affordable "budget" options.
However, avoid choosing a PSU too cheaply—opt for one with a 7-year warranty.
A 650W unit is sufficient for the 4060.
I wasn't aware that CPUs came with stock coolers, but it seems safe to try before investing more—you're spot on. If the situation holds, I might go for the non-F version since the $20 difference is minimal, particularly if the iGPU offers advantages.
I assume he won't be upgrading soon, so sticking with 650w should suffice unless it's already sufficient for this build. However, after some research, the CM 650w Gold V2 White appears to be receiving positive reviews.

A 650W unit would be sufficient. I suggest sticking with Mugen 5 or exploring deepcool AK500/AK620 alternatives.
Given your work with Primer Pro, a high-end SSD such as the Crucial P5 Plus, WD SN850X, or Samsung 980/990 would be ideal.
Consider a PCIe Wi-Fi card or an M.2 Wi-Fi card for better bandwidth compared to Type A.
Additionally, for content creation, an ultra-wide monitor with a 21:9 aspect ratio, like a 34" display, could be beneficial.
