It might be a faulty unit, consider reaching out to Arctic support.
Pump speed is controlled by the fan speed; setting them to zero should result in zero speed.

This suggests the issue could be with the small fan.
Thank you for all the guidance. I'll wait an additional month to observe if the issue resolves on its own and remain hopeful. Should it not improve, I'll reach out to Arctic Support to request a replacement or refund. If a refund is granted, I plan to switch to air cooling.
I used air for 17 years and water for 3. That’s not really a fair comparison. I’d say only two of them provided adequate airflow to be considered comparable, and those were the last two. The final setup was purely air flow with three 180mm fans at the base. It would have been quieter if I had adjusted them earlier.
I appreciate how AIOs take much longer to heat up... but they also take a long time to cool down. They’re less responsive than air.
Eight years ago, I made an error setting up a fan curve for my CPU that would shut it off when the PC dropped below a certain temperature—just a beginner mistake. When the CPU fan turns off on air, it’s more noticeable as a problem compared to running a radiator without fans for a short period. Depending on the workload, it doesn’t immediately signal an issue.
Air doesn’t pose leakage risks, and so far I haven’t experienced any of that.
OH YEAH. I didn’t mention that before. I’m just starting with PC building and I might have messed up the connections. There’s a 4-pin connector and a 3-pin connector coming out of my AIO pump, and I’m confused about why there’s a 3-pin one. I left it in because I thought it might be related to the argb, but that doesn’t seem right since my argb isn’t working either. There are also two 4-pin connectors from my two radiator fans. I connected the 4-pin connector from my AIO pump to the AIO_PUMP header, but I’m unsure if I should plug it into the CPU_FAN header since that’s already taken by the two radiator fans with a Y-splitter. Could you please clarify where all the connections go, including the argb ones? I’m new and have read the Arctic manual but it’s still confusing. My motherboard is an Asus TUF Z690 Plus with Wi-Fi d4.
Did you check the instructions for your AIO cooler? It should have clarified the placement of each connector.

due to various suggestions from others, i'm unsure what to do. the instructions seem unclear, only showing connectors without clear guidance.
the 4 pin connector is for the fan, and the 3 pin one connects to the rgb cable. the argb cable is linked to an argb header on your motherboard, matching the specifications. both cables are 242mm in length. which motherboard are you using?
