You might install DirectX 11 on an admin account for a shared machine, but it won’t automatically apply to other users. Each account gets its own setup unless you configure group policies or shared settings properly.

I'm a little unclear about various user environments because I've only worked with one user per system except the Alienware Alpha, which is unusual. When multiple users are present, there should be an option to install programs for either just the current user or all users. DirectX and MS .NET might behave differently, installing for all users instead. It also depends on the specific Windows version you're using. I think Windows 7 SP1 through 10 includes Dx11 by default, while Windows 10 now has Dx12 included.

Direct X re-distributables are downloaded for the PC and aren't available on a per-user model.
