I'm evaluating GPU installation but based on what I've read, it should be a quiet and energy-efficient unit. Looking at the GTX 1650 LP, any considerations with pairing it to an i5 6500K CPU. Thank you.
Verify the PSU rating for your Optiplex 7040 prior to purchasing a GTX 1650. This site suggests a 180W unit, which could be insufficient for powering a GTX 1650.

I own a GTX 1650 in my SFF media PC, but the PSU rating is at least 250W.
This site indicates a maximum of 75W for the GTX 1650, which represents the upper limit of power you can extract from the +12V and +3.3V rails together in an PCIe x16 slot.

As @stonecarver notes, it should be fine, but a 180W PSU (if installed) doesn’t provide much buffer for potential GPU current spikes (should exist).
I might be overthinking it, but it’s wise to be careful. At the minimum, use a watt meter on your 7040’s power input during a stress test and observe the draw. If it stays below 100W, you’ll have at least 80W available for the GPU.

Within your budget of $180-250 USD, the low-profile RTX 3050 6GB offers strong performance comparable to the GTX 1650 Super, with DLSS available for upscaling. This option provides the best balance of speed and affordability, requiring no extra PCIe power cable due to its 70watt TDP.
Observe that numerous Dell SFF boards are restricted to 25-50w on PCIe, and those will actually display the maximum wattage next to the PCIe port. Images of the 7040 SFF board do not indicate any such restriction, suggesting 75w cards should be fine even if you opt for an external power supply, which would also allow additional cooling options for the GPU. Also remember that the 7040 SFF board features a unique 8-pin Dell motherboard power connector, meaning standard ATX PSUs will require an adapter.
I rechecked the specifications of the 7040 SFF, and it only allows one GPU slot, which restricts choices to very basic or costly options.
I planned to compile a detailed list of cards, but I found the pricing and performance were heavily biased toward just a single low-profile RTX 3060 6GB from Yeston or Maxsun brands on Amazon for $210-230.
The RX 6400 is another option around $110-125, though it may face performance problems due to the x4 PCIe 4.0 bus being limited by a PCIe 3.0 slot. This remains superior to any GT 1030 model.
