I just received a new ASUS TUF GeForce RTX 5080 OC. At first, when under stress it would reach 1725-1825mhz. After installing GPU Tweak 3, it only boosts to 1670-1700mhz. Even after installing the software and updating drivers, it still doesn’t reach as high a frequency. The official boost clock is 1700, but I’m unsure why it increased initially and then stopped rising.

That's quite unusual. Are you using any specific method to load the GPU? It should be operating above 2700mhz, which is the boost setting for those cards. It looks like your card isn't reaching that speed at all. I think the GPU usage might be very low. The clocks you mentioned seem to match the base clock speed. For instance, your 4070 S has a base clock of 1980mhz and a boost of 2545mhz, but it actually runs between 2790-2805mhz during gameplay. This card should perform similarly since it shares the same technology.
