I'm looking for a GPU for my friend who only has integrated graphics and wants to stay under 140 USD. I found a refurbished RX 6500 XT that fits, but I'm unsure about its power consumption. Would this work with the 200W PSU? If not, can he adjust the voltage or change other components slightly so it still functions without major performance loss? Thanks.

The 3880 is the desktop edition (possibly for clearance if there was an error)
https://www.dell.com/support/manual...64...0b447cca79&lang=en-us
This prebuilt model includes two PSU options: one rated at 200W and another at 260W.
I located a refurbished RX 6500 XT that fits this setup.
Do you have a link to the card I found?
https://www.techpowerup.com/gpu-specs/ra...0-xt.c3850
I wouldn't recommend using that GPU with the PSU your friend owns, even if it was brand new. If you plan to install a discrete GPU, make sure your PSU can supply at least 300W.
These discussions could help you or your friend:

In another of my previous posts, I discussed upgrading a GPU for this non-gaming system. However, in this update, I'm focusing on suggesting a PSU so you can run higher-performance GPUs or CPUs. It is...

This situation doesn't occur. The RX 6500 XT consumes 107W and needs a 6-pin PCI-E power connector, which the PSU lacks. Replacing the PSU isn't mentioned unless you opt for a Dell proprietary unit with compatible connectors. Overall, the top GPU to consider is the GT 1030.

I previously had a list of GPUs that wouldn’t need a PCIe power cable, but I believe it could be better to save up for a new PC, laptop, or even a Steam Deck. A system with a Ryzen 5 5600G or higher should outperform a GT 1030, since you can utilize more RAM as VRAM compared to the GT 1030’s capacity. A Ryzen 5 8600G will surpass all of these, though it only edges out the Steam Deck slightly, both being marginally stronger than a GTX 1050 non TI.

Something like this?
Link:

Reminder: it loads slowly because it comes from the Wayback Machine.
This would be the top choice, yes. But it relies on the person asking if they're open to it.

If I were making this choice, I’d pick something similar:
PCPartPicker Part List
Video Card:
Sparkle ELF Arc A380 6 GB Video Card
($139.99 @ Amazon)
Total:
$139.99
Costs cover shipping, taxes, and any available discounts

According to what I’ve seen, it doesn’t need a special power connector. Their page mentions a 450 W PSU, but that seems more for the worst-case scenario... A real 200 watts should be sufficient. (I wouldn’t go for that high-end model even at half the price, but opinions vary)

It was essentially the most frequent low-end GPUs since 2016. I actually realized I could have connected the techpowerup database to specific items to refine the search. Here is the information from 2015 to now.
https://www.techpowerup.com/gpu-spe...on...ize_2+GB_H
Such as the 50-watt TDP RX 550 2GB or 550X 4GB with around RX 470 performance (20-25% faster than GT 1030) would suit a 200-watt PSU in the PC, depending on whether the PC is SFF or Mid tower and if the card is slim for an SFF case. These are priced between $40 and $70 used on eBay. That’s just one example. There are also workstation cards that could fit under $150.

Given the A380's 75W GPU requirements, a PSU as low as 250W would suffice, but TechPowerUp data indicates that even a 200W PSU might not be enough, potentially risking failure. GT 1030 at 30W appears more appropriate. When searching online, it’s important to be cautious, particularly with GPUs rated at 75W TDP. For example, focusing on the GTX 1650 may reveal options without a power connector, though this isn’t universal. Other models like MSI Gaming X, Gigabyte Gaming OC, EVGA XC Ultra, and Colorful E-Sports also show similar power connector availability.

The database you shared excludes any cards needing PCIe power cables. It also features only models with a power consumption of 20 to 75 watts.

Only Radeon and the first 100 out of 265 total are listed.
A search box above allows filtering; entering values like 1080 excludes GTX 1080 due to incompatible connectors, instead displaying 1010/1030/1050/1050 Ti and mobile GPUs.
Using 1650 in the search returns GTX 1650 desktop and mobile/Ti versions.
Link: https://www.techpowerup.com/gpu-spe...r_...ize_2+GB_H&q=1650
Database searches with filters apply only to vanilla/FE editions, so models without power connectors are included even if some have them.
