i3-12100F
Gigabyte H610M S2H V2 DDR4 - latest BIOS
8GB RAM
500GB Crucial MX sata SSD
256GB Intel NVMe SSD (second hand)
GT710 gpu (second hand)
Gigabyte 470W PSU (pretty old)
When setting up Windows 10 or 11 on this setup, it reaches the selection area and I click the region, keyboard, then it repeatedly cycles back to the same region, often 4 or 5 times. After a few attempts, it usually restarts about 95% of the time and then opens the window

Once, it managed to install Windows successfully.
I've tried various changes:
Swapping RAM
Using the new SATA SSD with an old NVMe SSD
A reliable PSU
Changing USB stick (regularly used and works fine on other PCs)
all resulting in the same outcome.
I also replaced my old i5-3470 with the Gigabyte PSU, GT710 and SATA SSD, and Windows installed without issues.
Has anyone experienced this issue before?
Based on what I know, it seems the problem might be with the motherboard. My opinion is that it's usually the motherboard, any thoughts?

Where did you obtain the installer for these operating systems?
In the BIOS, configure your main boot device to Windows Boot Manager if it's currently configured for a USB device or bootable USB device. Also turn off USB boot override, if visible in the BIOS.

I've tested two different USB sticks that I use often for installing Windows - they function properly on other systems.
They worked on my i5 3470k with the same SSD today.
ISO's downloaded from MS and installed on USB using Ventoy.
It is that Odin PSU, but I still face issues with another PSU.
It boots from the SSD without any problems, but it fails later during installation.
I could try a different USB with just Windows installed, though I'm not sure it will help. I'll give it a shot.
I tried a different US with fresh Windows ISO from media creation tool, slightly different but ultimately the same
Got past the region after 4 clicks on next, asked for internet, restarted, entered username, did region 4 times again, said it wsa installing updates, restarted then back to the same screenshot as above
Once the primary region was added, after looping back to select another, did you choose to skip and proceed?
It went back to the identical screen, there was no option to skip. I kept clicking forward repeatedly...
I thought I had it then.
I purchased a GT1030 and used another USB drive with Rufus to create W11 22H2, and it performed better this time. When I entered my username, it restarted automatically before I could type in a name.
The screen keeps flickering and behaving oddly, such as blacking out parts of the display.
While typing this, it moved from the "why did my PC restart" screen to the login page with a default user and an unknown password.
I attempted to reset the password using Hiren, but upon restarting again, it returns to the same restart screen.
I believe the issue lies with the PCIe slot on the motherboard affecting the graphics card.
