You might consider using cloning tools that usually require an additional hard drive.
Connect SATA data and power to your new HDD. Initialize the disk inside Windows. Copy/paste the games from C:\Program Files (x86)\Steam\steamapps\common to your desired folder on the HDD. Add that folder to your HDD as a library in Steam. Note: I assumed you were updating an existing installation.
A brand new setup with a fresh HDD makes transferring the Steam apps folder much simpler using an external drive or USB stick.
Those instructions remain valid, but simply move the folders to an external HDD and transfer them back to the default Windows folder later. Steam usually retains game progress on its servers, so even without copying saves, you won’t lose much (though your settings could be affected).
Confirm you have sufficient data rates since a friend completed the task but it took a long time—make sure the speed is optimized.
