I've got em all maxed. 55% cpu with RTX on, 25 without. But RTX is pointless at 30fps. My resources aren't even under full load and we are stuck at 30. I think this is a game issue no doubt lol. But at 25 and 55 respectively, that leaves loads of headroom

This game along with a few newer titles like Hogwarts and Starfield often face CPU bottlenecks. They need high IPC and clock speeds to perform well. Only the latest CPUs seem capable of keeping up with one or two generations behind, while the others struggle with higher FPS. It might be due to poor coding, but it’s important to remember that 99% CPU usage doesn’t always indicate a bottleneck. When I played it at launch, performance was poor—though it seems to have improved a bit recently. There are still some areas with very low FPS. I’d recommend turning off DLSS and increasing graphics settings, then restarting the game (though sometimes the settings don’t save when changed).

It seems there might be problems with the game. These issues appear only when I enable RTX, which I haven't noticed before. I'm not experiencing any problems with other games.

RTX seems to add extra work to the CPU. The game also benefits from strong processors. I observed a noticeable boost in frames and smoothness when increasing the GPU from 5900x to 7900x, whether at 1440p or 4K resolution.

But I'm only working at 1080p60. At that resolution it shouldn't even be a concern

Well, it's not always the case, but this game isn't well coded or optimized. I'm saying it could work in many areas, possibly all of them, but there might be spots where it doesn't perform well.
