My limited understanding is speed narrowly trumps cas but there is a limit. I base this on me noticing that cas has gone up with speed but machines get faster. It’s not a one or the other thing. If it was they wouldn’t display both.

It varies. For instance, 3200 at cl 16 behaves similarly to cl 18. This is influenced by the comparison of CAS latency and frequency.

For argument's sake, we're talking about 3600MHz, as he mentioned it. And according to @Bombastinator, that's the top frequency for Ryzen because of the inf. fabric coupling—something I'm not very familiar with, but definitely worth noting.
