Well, PBO gives CPU more boost overhead if there is overhead in terms or power and temperature. It can give a small boost, that in real-life scenario, isn't noticeable (200 Mhz diff). And that small diff is normal for PBO.

Does it slow down at 80°C since the stock cooler is being used, and it appears to begin decreasing in GHz around that point? I intend to upgrade the cooler soon.

With stock cooler, high temperatures during load are effectively managed. There are only a few coolers that perform worse than stock, but many that are actually better. This behavior is mainly due to thermal throttling. The CPU will restrict its frequency when the temperature rises too much, preventing damage. Your CPU's maximum temperature rating is 95°C.

It isn’t hitting TJmax yet, but using a thermalright peerless assassin did. Does this mean the processor slows down at 80°C? It seems to drop from 4.4GHz when it reaches that heat. Also, with PBO turned on it stays near 4.4GHz, but without it it drops to about 4.2GHz when it’s cooler—does that usually happen?

The default thermal throttle limit for the R5 5600X is 80°C and above. The R5 5600 appears to be similar to the X version in this regard.

would it be better to aim for 4.4 without PBO active? It only reaches 4.4 during heavy tasks or game events, but with PBO on it can maintain 4.4 as long as temperatures stay under 80.

PBO can go as high as official specs for the CPU are. So, with PBO disabled, there must remain some headroom for PBO.

Thanks for the update! The calibration was only slightly off, so it shouldn't be a major problem. I'm thinking about getting the 5800X3D in about a year, as my friend is putting together a new build and offered to share his. Do you think this board will work well enough?

What you mean by being sufficient is that the setup will function properly. The CPU can handle the MoBo without issues. You're using a B550 chipset, which is a solid choice—it's not as basic as the A520 but also not as advanced as the X570. It offers a decent balance. However, it doesn't have a very complex VRM design, only 8+2+1 phases. For example, an MSI X570S Carbon Max Wifi with 14+2 VRM would perform much better. More VRM phases lead to more even power distribution and heat management, which improves efficiency, stability, and reduces ripple. So, as long as the CPU isn't overclocked, your B550 chipset should work well.
