People with phase cooling often don't reach very high overclocks because of temperature limits. Even though some videos show temps going into the negatives, most phase-cooled CPUs stay within safe ranges. For instance, the FX 8350 on a phase cooler runs around -50°C, while your phone stays in the 40-60°C range. It seems the cooling tech prevents temperatures from dropping too low, so boosting performance isn't as effective.
Overclocks aren't always restricted by heat.
They're constrained by the safe voltage levels.
