I just built a new PC (today) and when my little brother played Fortnite on full settings, it lagged a lot when I moved the mouse. The CPU is a Ryzen 5 2600X with stock cooler and an RX 590. Online players were running Fortnite at 590 max with 80-90 FPS. I have 8 GB of RAM. Could someone help me figure out what’s wrong?

Ensure you have the latest drivers for your graphics card and chipset. Verify that your display is connected to the graphics card, not the motherboard. With 8GB of RAM, close all other applications before starting your game. The Ryzen cooler likely has a pre-applied thermal pad; however, I recommend running a CPU stress test while monitoring CPU temperatures to confirm there’s no throttling (anything above 80°C is critical). You can track your CPU temperatures using Core Temp. A simple method to check if RAM is being throttled is to open Task Manager, play Fortnite for a few minutes, then switch back to Task Manager and observe the RAM utilization.

Sorry for the delayed reply. I reset my PC and saw the RAM usage at 90-98%. Could this lead to performance issues in games, possibly affecting FPS?

I don't engage in this game, yet there appears to be an issue with your configuration... Consider lowering certain aspects such as textures and resolution that consume significant memory. Of course, reducing RAM usage alone will affect performance. Additionally, could you clarify your reported RAM speed rating? It's not the default settings, but rather the advertised value.

verify the memory consumption while playing, seems like you're reaching the limit.
