Mods work best with particular game releases because they need the exact features and updates available at that time. I prefer the latest version for new content, but mods aren't designed to handle newer releases.
Since Forge hasn't been updated to the latest Minecraft releases yet (it seems still at 1.13), different Minecraft versions have code changes that can break mods. Mod developers must adapt to these updates, as many features won't function until Forge gets improved. Forge offers powerful tools for modders to interact with Minecraft's code, which is otherwise very challenging to manage.
