Hi, I'm just starting out with this.
I'm attempting to create an ISO and an .EXE bootable USB drive.
Ventoy didn't work except for ISO files.
After using Rufus to make Windows 11 24h2 usable on an older PC, I can't find a program to convert the new Windows version into an ISO.
Any suggestions for a tool that can help me with this?

When attempting to automate program execution via a USB drive, Autorun has been turned off in Windows since Vista due to security concerns. To add folders or files, simply copy them onto the USB after converting the ISO to a bootable format—your available space will be the main constraint. Converting the modified USB back into an ISO can be tricky because USB drives often use complex partition structures that may not match standard ISO 9660 formats. This is why tools like Rufus are necessary to transform bootable CDs into USB images, allowing for reliable cloning into VHD files.
rufus will apply the patches to install win 11 and then create a bootable USB stick for you. no additional tools are required. after installation, set up a folder for your other files. the .exe files won't launch automatically, but you can run them once win 11 is installed. as mentioned earlier, portable apps are a convenient option to avoid installing them just to use them occasionally. most free applications are available as portable apps, though they don't support paid software. freeware covers most cases, while paid apps typically require separate installation.
Windows ISO files are intended solely for Windows installation and cannot be run directly. To use them, you should employ Rufus to generate a Windows To Go installation, even though this feature is no longer available from Microsoft. A fast USB drive such as the Samsung Bar Plus is required. For booting with Ventoy, VirtualBox must be used to create a VHD disk image and transfer it to a Ventoy-formatted USB drive, ensuring the Windows VHD Boot Plugin is present at the designated location.
