When installing a fresh board (unless it's nearly identical), you need to reinstall Windows and its drivers on the new system.

Absolutely, I switched my motherboard from Intel to ASUS and had to reinstall Windows since the system seemed to freeze at the loading screen after the new setup.

It varies based on the type of key you purchase. A retail key won’t change to OEM, while an original equipment manufacturer (OEM) key will remain OEM. Keys don’t link to your personal information; only the last one that was used matters. Note that OEM keys are usually valid only on the first motherboard they’re installed on.
