It's completely normal. A maximum temperature of 70° is ideal for a 4070 Ti, particularly in an Asus OC model. I'm surprised someone advised you to repaste. You risk damaging your card trying to fix something that isn't happening.
To boost performance, focus on improving airflow instead of following advice to disassemble your card. Ensure you have at least three fans on your 360 mm radiator (I use six) and at least three more in the intake/exhaust area. My setup includes a front radiator with six 120 mm intake fans (push-pull), two 140 mm exhaust fans on top, and one 120 mm exhaust fan at the back. All temperatures are excellent.
Also, the issues you're experiencing in games aren't due to GPU overheating.

I did a replaste using some Artic silver 5 and the outcomes improved. This was done with an overclock plus a 135 core 950 memory. Disregard the music.

Although safer than silver and copper greases that conduct electricity, Arctic Silver 5 must be kept away from electrical traces, pins, and leads. Never experienced any problems with Silver 5 during its usage
I just wanted to make a update I removed the PSU cover and added 3 fans pulling air off the radiater and my temps dropped 3to5 c on both GPU core and hotspot along with the repaste. The helios struggles for air and i think removing the PSU shroud aloud for more cold air
