It's built into the game by design and rarely found in plain form. Often, a mod is created to eliminate it.

I always maintain a frame rate of 70fps or above; I expected better performance with my current configuration.

Certain games need powerful RAM (like Overwatch) and/or a fast CPU with multiple cores (such as Battlefield and again Overwatch) to run smoothly. Given you already have a fairly recent unlocked I7, it makes sense to tweak your settings instead. If your monitor runs at 60Hz, aim to keep it above 70; for higher refresh rates, avoid pushing everything to maximum. You can maintain some visual quality options while keeping other parameters in the high or low range. Each game has its own requirements.

It wasn't exactly a complaint—I usually get more than I receive, especially with the 70FPS at max settings in World of Warships. The display looks great on this screen.

Usually enable v-sync. If unavailable, disable it in the graphics card settings.
