Question about FPS!

I'm just getting started with PC gaming, but I have a question. For Red Dead Redemption 2, it showed around 45 FPS, yet when checking the Task Manager nothing seems to be at 100%. Why isn't it hitting 60 FPS even though everything looks busy? And what upgrades or adjustments should I make to boost performance? I own a prebuilt system with an Intel i7-9600 and a GTX 1660 Super with 16GB RAM.

Yeah, I left my monitor and settings behind too. I’m using a 1440p display at 60Hz. The majority of the settings are set to High or Ultra, with a few medium options.

Outside most games the correct usage stats aren't displayed properly compared to inside them. The task manager can be misleading. You're probably running on a GPU with 1440p HighUltraMedium and a 1660Super, though it should handle 1080p at 60fps. Be careful—it's a CPU-heavy title that will utilize all 8 cores, but it seems you're limited by your GPU.

Examine charts while checking Task Manager and other tracking tools. CPU and GPU consumption will decrease immediately when you close the application.
