When playing fallout 4 my download and upload speeds drop significantly, around 99%.
I attempted to use Steam Offline mode but the issue persists despite having a LAN connection.
My usual internet speed remains unchanged.
With Discord and fallout 4 running simultaneously, the problem continues.
Although fallout 4 is a single-player game I expect it not to require an internet connection, my data usage doesn’t reflect any activity, and Task Manager shows no network consumption.
Here are my laptop specifications:
Processor – 11th Gen Intel® Core™ i7-11370H @ 3.30GHz (3.30 GHz)
Installed RAM – 16,0 GB (15,8 GB usable)

What kind of motherboard do you have? Numerous motherboards include programs designed to enhance your gaming network settings. These tools can negatively affect your download speeds. It seems you're likely running something like ROG GameFirst, though other brands offer comparable solutions.

Is this the correct motherboard?
I only have a Lenovo app, but it seems to show nothing beyond "wifi security."
I’ll attempt to disable it and check the results.

I think I have it.
What I am trying to find, is if you have "killer" ethernet hardware. The device manager might say so or you might have software that says "killer"....
