I saved the rainbow 6 seige 71 gb file and it completed in roughly 1 to 2 hours. Is this normal speed or is it impressive for Ethernet?

Speed varies based on your local average. If my calculations are correct, your download rate is roughly 10MB per second. Therefore, if your region has a lower average, then yes, it would be quicker.

in canada it's hard to find even a basic phone plan for that price, let alone one with internet.

I completely understand for cellphones. For regular internet we do have far superior, dependable, affordable options. I have a very slow 50 mbps connection, but my friends all enjoy 300 mbps and 1 gbps. You can easily get 1.5 gbps down, 900 mbps up, with unlimited bandwidth for around 100 CAD or about 75 USD.

It's hard to judge the speed without knowing your expected internet connection. For comparison, my speed is about 500Mbps, which feels a bit slower.
