CPU: Ryzen 5 5600
Gpu: Power Color Red Devil 6700xt
Ram: G.skill Trident 32gb 3600mhz
Mobo: MSI B550 Mortar Max
PSU: Montech Century II
Case: Fractal Air Pop Mini
Drives: Samsung 980 Pro 2TB, Lexsr NS100 500GB
Cooler: Deepcool AK620
OS: Windows 11 Pro

When testing 3DMark Steel Nomad I observed that the frequency of my Ryzen 5 5600 varied between 3.6 and 4.4. This behavior is typical. I’ve included a graph for reference:

It doesn’t throttle often exceeding 60 degrees Celsius.

Temperature isn't the sole reason for throttling.
It was power-related.
I switched bios settings to board defaults.
Specifications: PPT 1000w, TDC 1000a, EDC 150a.
Now I consistently get 4.5-4.6 with full core boost, but cooling becomes crucial since it can reach up to 93 watts on PPT.

I believe it's not throttling the system, as it performs well when running cinebench. Additionally, I experience consistent speeds in games and applications that make full use of the processor. Why would I need sustained speeds of 4.5 to 4.6 when the processor isn't being used to its maximum?

CPU frequency increases in any 3DMark tests are not unusual, since most focus more on the graphics card than the processor. My CPU doesn't hit maximum clocks during a Steel Nomad test either. As long as it performs normally when playing games and under CPU stress tests, what you're observing is perfectly acceptable.
