I observed recently that in some steam games (Mudrunner and Mount and Blade: Napoleonic Wars) my frame rate is limited to 20 fps. It stays at that level. Also, when I press shift+tab, it seems to unlock the fps, but only while I'm holding shift+tabbed.
Specs: i5 7300HQ
nVidia GTX 1050 4GB
12GB RAM
The laptop can run these games without issues, as I played them a few months ago.
Any advice on how to fix this? I've tried reinstalling Steam and adjusting settings, but nothing changed.

These settings are frequently relevant for games with W10 compatibility problems. For example, I encountered crashes in GRID 2019, likely due to scaling issues. After restarting the game, it would start with a poorly scaled load screen (using 1440p DSR on a 1080p display). Disabling fullscreen optimizations resolved the issue.
I recommend applying one setting at a time in the specified order and testing afterward. Avoid adding more settings once a playthrough confirms the fix—follow the “don’t add more if it works” principle. If the problem persists after each change, reset other Steam-related configurations, such as disabling the in-game Steam overlay.

I've just applied the settings you mentioned, but the changes didn't take effect. Initially, there was a slight improvement of 5-6 frames per second, followed by a return to the standard 20 fps rate.
Have you attempted adjusting Steam settings to turn off the overlay?
If this doesn’t resolve the issue, I’d think about running an SFC scan.
