If you run the game in UVHM, you should be able to start a new normal playthrough without losing your progress. It won’t delete your previous session.

You can return to earlier settings, though I’m not entirely clear on the steps. It seems you should access the main menu, choose the character selection option, and then pick the desired mode when prompted.

Your story advancement is divided among NM, TVHM, and UVHM (excluding OP tiers). You can't redo Normal mode, but side missions or DLCs not finished in Normal can be completed separately in TVHM and UVHM without affecting the others. tl;dr: Yes, you're free to switch back anytime.
