Recently built up a system around this board. AMD R9 9900X, 32GB Trident Z5 6000, PCIe Gen 5 Crucial T705 1TB SSD, several HDD's, Win11 24H2 currently.
1st, the system is slow to POST. At power on, nothing for a least 20 second, then a cursor appears upper left corner, and another 15 seconds, then the ASRock logo appears, Then another 23 seconds and the win11 loading circle appears. Then nearly 3 minutes before win login appears. Then about 10 seconds to the desktop. Once in win11, File manager has to reload the drive info each time it is opened. This take about 50 seconds. Changes to files does not update unless I press F5.
Disk Manager takes about 4 minutes to load. Refreshes take about as long when I hot swap a drive ( I want to be able to use this function a lot, as I wipe a lot of drives in my hobby). All this before and after I updated to the latest BIOS. At least from the BIOS I loaded about 3 weeks ago. Also web pages feel/load slower in this setup compared to the old rig this one was to retire.
This is a fresh install of win11 to a local only account, with little, to no bloatware. Both radios are turned off.
I've installed Win 11 twice and get the same results.
What am I doing wrong? If you need more info, I am more than willing to find and post here. I can do experiments to help diagnose my difficulties.

When sharing a troubleshooting thread, it's standard to provide full system details. Please outline your build specifications as follows:

Monitor:
Include the PSU age along with its make and model. BIOS version for your motherboard at this time.
There are reports suggesting a specific BIOS version is causing issues with ASRock motherboards, so you might be affected.
I've tried installing Windows 11 twice and still face the same problems.
Where did you obtain the OS installer? It's recommended to disconnect all drives except the one you want to install. Also, install the OS offline, manually adding all required drivers with the latest version in an elevated command.

BIOS Version: 3.16 - AMD AGESA ComboAMSPI 1.2.0.2
Installation process: Downloaded from MS site, drivers from ASRock/nvindia sites via USB before first internet connection. Performed updates until no more available. Uninstalled as much Windows files as possible. Added HDDs afterward. Installed browsers and apps. Rebooted after each major update. This is my standard workflow.

I performed multiple reinstalls of Windows 11. It usually takes around 4 minutes to reach the drive partition screen. This board requires a long time to POST. Initially, I loaded MB defaults and updated the BIOS to version 3.2. On the partition screen, it does not allow me to create, delete, or format a partition.

I relocated the Crucial T705 1TB SSD to various ports on the motherboard, but the same issue persists. I also tried a budget gen 3 Lite-On 256Gb SSD in different slots, yet the problem continues.

I prepared the SSDs on another computer. I managed to install Windows 11 there. I created a separate boot installation USB drive. However, Win11 runs slowly. File Explorer still displays the message "Working On It..." each time it opens, which takes about 30-45 seconds with just one SSD in use.

The only remaining concern is the RAM
I have a 32GB Trident Z5 6000 F5-6000J3038F16GX2-TZ5NR. I visited the MB support/memory page, but my exact RAM model isn’t listed. There are models very similar to this. Could this be the cause?
