This is a new build. I've got an evga 750, 2-16gb x3600 ram, ryzen 7 5800 xt, Rtx 2080 ti, and a phantom b550 mobo. But I can't get it to post or boot. I've tried clearing cmos with jumper, and unplugging all hdds. Still nothing. Ive checked the cpu for bent pins, but didn't find any. Can any one assist?

Is the BIOS compatible with your CPU? Also, please connect only the storage you plan to use for installing the operating system.

I don't know. I can't reach a boot-up screen. My monitor keeps showing "no signal." I was planning to do a fresh install.

It seems you're checking if your system requires a specific BIOS version, specifically P3.41 for the B550 Phantom Gaming 4. Are you also wondering if your motherboard supports a BIOS flashback feature?
