You require a single controller for all APs and a license for each one, though they seem to be permanent after installation. A typical example is the 7205, with more details here: https://www.reddit.com/r/ArubaNetworks/c...ontroller/

They might work without a license for basic use, but the underlying SaaS platform is what truly sets them apart from other offerings.

For Aruba you must obtain an Aruba IAP (Instant Access Point) that includes a standard controller. Alternatively, you'll need a Mobility Controller with applicable licenses for the quantity of APs you intend to install. Licensing varies but will remain permanent on the Instant Access Points.
