I'm not sure where to start, possibly due to a GPU problem?
I wanted to begin by saying I'm not an expert in technology, but I know my way around.
I assembled a new system with these specifications:
Gigabyte Z590 Vision D Motherboard
GeForce RTX 3060 Ti
NZXT Kraken Z63 AIO
Intel Core i9 11900
Corsair Vengeance 32GB
CoolerMaster 850V2
It was only about six months ago. We've been away from home for a while, and when we returned, her gaming performance began to decline. She's still handling high-quality games and streaming, but recently we started playing Hood Legends & Outlaws. Those titles are quite demanding.
The issue isn't related to overheating—temperatures stay well below 65°C, often not even 60°C. The problem seems specific to this game; it doesn’t affect other titles like Conan Exiles or anything that needs much power.
In Hood Legends, she only sees blue flashes, but they’re frequent and intense. It looks like a burst of visuals, but with post-processing set to low (the lowest setting the game allows) and shadows dimmed to very low levels, it might only appear occasionally.
I’d like to rule out quick fixes before we try more temporary solutions. I’ve already checked the cables and tried reconnecting them.
Someone suggested it could be a faulty power supply or GPU, but with an 850W unit, I’m not convinced that’s the main cause.
Any advice would be greatly appreciated.

Instead of opening the PC, it might be a game-related problem.
Here are some steps to try:
link: https://www.gamenguides.com/hood-outlaws...issues-fix
As for the system, run the Unigine Superposition benchmark and check for any issues there, link: https://benchmark.unigine.com/superposition
Use the preset that matches your PC specifications. You can also choose a weaker preset (e.g., 1080p medium) if you want to be more detailed.
If no artifacts appear during GPU benchmarking, the game is likely buggy.

I tested several benchmarks and didn’t see any artifacts, though I noticed some black screen flickers in debug mode. It’s unclear if this was due to heavy load or something more serious.
Thought about it—might FPS limits affect performance in games?

You might attempt it. However, because it seems likely to be a game-related problem, it's difficult to pinpoint the exact cause of the artifact. It could simply involve turning on or off a graphical setting inside the game. Overall, if the issue lies with the GPU, artifacts will appear even when the in-game frame rate is stable. FPS does affect screen tearing, but this isn't classified as an artifact.

As discussed earlier, reducing post-processing effects slightly and disabling shaders can make a difference, though not enough. It's unclear what the next steps should be. I might consider bringing up the topic again if this happens in other titles too.
