Higher mode provides greater LLC levels. Monitor your measured core voltages to find the optimal setting for you. Excessively high LLC can be damaging to the chip during startup.

What truly counts is how much voltage reaches the CPU during heavy use. Use tools like HWiNFO to monitor this. If voltage is insufficient, consider a slightly more forceful LLC setting or raise the voltage target. Keep in mind that aggressive LLC can cause voltage to exceed your desired range due to rapid CPU transitions.
