Question about 9700k OC

I have a 9700k with a 420 Arctic Aio installed, so cooling isn’t the main issue. My voltage readings seem inconsistent—usually around 1.38V at 5.1GHz, but during startup or shutdown it jumps to about 1.416V. Are there ways to stabilize it? Is this safe? I use an auto-voltage regulator and don’t mind high temps, though I’ve heard anything above 1.4V can be problematic. It might be better to run a static voltage of around 1.39V, which seems to work. EDIT: 1.488V max—should I just set it to 1.39V? Thanks!

If it isn't required to drop under idle, simply set a fixed voltage.

It's referred to as v droop. In BIOS, set it one level higher than your maximum voltage and lower the overall voltage; aim for a stable around 1.38 or whatever your temperature stays at being optimal.
