Ah, the AMD GPU might be the reason it doesn't display properly. With Vsync enabled in Heaven, my +12v shows normal 11.8-11.9 values, PCIe is solid at 12v, and temperatures stay around 50°C. The fans also don’t run too high.
I haven’t really noticed coil whine until I tried running HB without Vsync and let the GPU max out, because it’s not something I usually encounter.

If I remove the limiter, Heaven runs at 250 to 360fps, depending on the scene. The GPU noticed this and was operating at 60c. It's odd that it stays at the lowest allowed fps unless I disable the restrictions... that seems strange. Perhaps I should set both minimum and maximum to the same value.

I don't think I experience coil whine. It could be because Freesync was still active. Or maybe my card isn't handling it well. I've helped someone else with their exact card model, and they were getting it... a few days before I installed mine, which made me worried. The only sound I hear from my PC is the fans.

my monitor doesn't support Nvidia's version of Freesync (GSync, i think?). for me, Heaven Benchmark worked without an FPS limit from the beginning, i had to enable it instead of it being active by default.
typically i don't notice any coil whine from the GPU or PSU unless it's under full load like HB does without Vsync.
or perhaps i do experience some whine from the PSU, but i haven't been able to confirm; i've put headphones on, my ceiling fan is running, and my PSU is placed at the bottom near the wall. under normal gaming conditions, it makes a faint sound that I can hear if i move underneath the desk. i assume that's the fan noise.
