I compete in rocket league using a GTX 960, keep my browser running, and still maintain stable frame rates—likely because I’m exceeding 200 FPS.

You're experiencing poor performance with only about 60 frames per second, maximum RAM usage, and CPU-related lag. Saving the game stops responding, which suggests a serious issue. Consider checking your system resources, updating drivers, or reinstalling the game if possible.

That's weird, maybe you have malware on your computer? I see a lot of people only using windows defender, which only protects against basic malware, and viruses. If you need a good anti malware software, get malwarebytes. The paid version is $30 (U.S) and it lasts forever, no renewals. There is also a free version that only does scans, and doesn't include real time protection.

the essentials are OS: Windows 7 (64-bit), CPU: Intel 2.3 GHz Core i5 or AMD equivalent, RAM: 4 GB, Graphics: GeForce GTX 460 or AMD equivalent, DirectX: Version 11, Storage: 10 GB free space. The game needs these specs and what I own.

In Windows 10 the system isn't sure about the memory it's using. It seems RAM was missing before, and it's consuming a lot—around 8GB in RX480 mode and even more when the game needs it. The specs mentioned suggest a higher requirement than expected.
