Hi, I built this PC one year ago with these specifications:
CPU: AMD Ryzen 5 3600 3.6GHz 35MB
GPU: ASUS RTX 3070 Strix
Motherboard: MSI MAG B550 Tomahawk
RAM: Corsair 32GB (2x16GB) DDR4 3000MHz CL16
PSU: EVGA GQ 850W
Storage: Samsung 970 PRO 512GB
Storage 2: Samsung 970 EVO 500GB
It’s functioning well across all games without crashes or blue screens, except for one game I’m playing called "Rust". The only issue is with the frame rate, as I can’t exceed 60 FPS regardless of settings or configurations. I’ve tried everything—reinstalling, adjusting settings, copying configurations from friends—but nothing works. My monitor is 1080P (1920x1080), so I expected smooth performance, ideally around 150 FPS on full settings. When searching for a fix, I discovered my CPU is running at 30% and the GPU at just 35% during gameplay. Anyone else experiencing similar problems or any suggestions would be greatly appreciated!

The fix involved swapping the processor, opting for a Ryzen 9 5900x which increased the FPS from 40-60 to 140-160

Not familiar with Rust or its quirks, but here's what I dug up~
Disable V-Sync
Disable G-Sync
Run in full-screen (Not borderless)
Open the F1 console and type the following two commands:
perf 1
fps.limit -1
