Which motherboard and RAM do you have? This is important.
To answer your question yes. If you switch the FBS from 266 to 333mhz, it should actually boot at 3ghz. You won't need a voltage increase from the original setup, though as a reference I had mine running at 1.3v. It worked perfectly for five years. Also, you don't really have to adjust the CPU multiplier at all.
You'll also need at least 667mhz RAM. This will provide an FSB of 1333mhz (or a 333mhz quad pump), which matches the CPU's clock speed at 3ghz.

That's a valid suggestion. Instead, the OP might reduce the multiplier to 8 and set FSB at 400MHz, which would reach 3.2GHz. However, it really depends on the motherboard. You should aim for something like an Asus P5NE-sli or better, to achieve 3.2 with the G0 Q6600.
